Report of the Working Group on Congregated Settings, Health Services Executive, June 2011.
Over 4,000 people with disabilities in Ireland live in congregated settings (with ten or more people). In 2007 the HSE set up a Working Group on Congregated Settings to develop a national plan and change programme for transferring people to the community. The Working Group has proposed a new model of support in the community.

Working in partnership with people who use our services and with statutory and voluntary agencies, we provide quality accommodation and support services across Ireland to adults with, primarily, physical disabilities, acquired brain injuries and neurological conditions.
We are committed to developing our staff, the facilities we provide and our management processes to ensure we have the capability, knowledge and skills required to deliver cost effective, quality services in ways that respect every person’s rights, personal choice and individuality
